Thanks. Is this the bug where Articulate doesn’t wait for a
response back from the server and they needed to slow down the sending of info
to the LMS in case the LMS was busy?

I am not sure about the first issue - I'll have
to do some testing. But the second issue, where the SCO's are completed but the
course itself will not complete is an Articulate bug with Quizmaker that they
resolved about a year ago. It requires you to run an updater on existing
courses. Go to Articulate.com to get it.
