Hopefully I am not missing the point, but consider whether your process might not be looking for BLA's combined up into a Group Learning Plan. BLA's are good for combining LA's, but the GLP adds the element of being able assign activities that have due dates / days....
 
this all depends on whether you can use GLP's in their out of the box form - we couldn't, and extended the Docent code into a much more full functioned planning/monitoring/reporting tool and is becoming the basis for all of our planned learning.
